Aug.4, 1999 - possible dissipated funnel very close

I got to this one after it had 'happened' whatever it was. No rotation at the time I was there, but it roped down from the cloud base to a very low altitude, maybe only a few hundred feet above ground...

(note: all these videos from 1998, 99, etc..) are of lower video quality.
