i dont think the canadian sites have historic base velocity data available yet, they should have some radar loops on environment canadas web site,

you could try the NOAA's web site, they have all their maps accessible in archives that they email to you, you may need to download a viewer from their site too if i remember correctly, but the buffalo radar site's viewing range should just include newton ontario on the far left. you have to wait 24-48 hours after for it to be available but if you search the ranges from 22:00-23:00 UTC it should give you the data you want.
